rpma_conn_cfg_get_rq_size - get RQ size for the connection

rpma_conn_cfg_get_rq_size() gets the RQ size for the connection.
The rpma_conn_cfg_get_rq_size() function returns 0 on success or a negative error code on failure. rpma_conn_cfg_get_rq_size() does not set *rq_size value on failure.
